태권도는 인종, 종교, 문화, 성별, 언어 등의 장애물을 뛰어넘어 전 세계 8천만 참여인구를 보유하고 있는 가장 민주적인 스포츠 중 하나이며, 국제개발의 중요한 인도주의적 자원으로 입증되어 왔습니다. 태권도를 통한 인도주의 확산을 위해 꾸준히 노력해 온 세계태권도연맹(WTF)은 지난 2008년 태권도평화봉사재단(TPC)을 설립하고 100여 개의 개발도상국에 강사를 파견해 태권도 및 올림픽 가치 교육을 제공했습니다. 세계태권도연맹은 이제 인도주의 활동에 더 많은 기여를 할 준비가 되어 있으며, 내년 초 태권도박애재단(THF)의 출범을 앞두고 있습니다.

The sport of taekwondo has been proved as a vital humanitarian asset for international development. It is one of the most democratic sports on earth, having around 80 million global participants surpassing barriers of race, religion, culture, gender and language. The World Taekwondo Federation (WTF) has strived to spread humanitarianism through taekwondo, especially with the operation of the Taekwondo Peace Corps (TPC). Established in 2008, the TPC has dispatched coaches to over 100 developing nations to introduce taekwondo and Olympic values. The WTF is now ready to contribute further in the humanitarian effort, through the launch of the Taekwondo Humanitarian Foundation (THF) early next year.

"Spreading Sports Enthusiasm - Giving Hope to Refugees"

The ordeals of witnessing destruction, trauma and starvation take the biggest toll of refugee youth. UNHCR strives to provide the basic necessities to refugees, particularly via SPORTS as the medium that raise survival will and physical strength. The presentation will focus on the role sports can play in supporting refugees with good practices of promoting sports activities. The needs UNHCR and its partners have for more support from sports organizations and world business will also be noted.

"Sustainable Development Goals (SDGs) and Global Governance for Developmental Sports"

국제사회는 2015년을 지나 지속가능개발목표(SDGs)의 시대로 향하고 있습니다. 17개 목표와 169개의 세부목표를 제안하는 지속가능개발목표는, 종전의 새천년개발목표(MDGs)와는 차별화된 다차원성(multi-dimensionality), 다중이해당사자주의(multi-stakeholderism), 보편성(universality) 등의 세 가지 핵심 특징을 가지고 있습니다. 이번 발표는 지속가능개발목표와 함께 책임성(accountability), 투명성(transparency), 글로벌 파트너십과 같은 글로벌 거버넌스 메커니즘을 스포츠와 개발 분야에 적용하는 방안을 소개할 것입니다.

The international community is heading towards an era of the SDGs beyond 2015. The SDGs, addressing 17 goals and 169 sub-goals, have the three key characteristics of ‘multi-dimensionality,’ ‘multi-stakeholderism’ and ‘universality,’ distinguishing the SDGs from the Millennium Development Goals (MDGs). The presentation will introduce how to apply the SDGs and the global governance mechanisms such as accountability, transparency and global partnership to the field of developmental sports.

"Mission and Objectives, the Olympafrica International Foundation"

Olympafrica has become one of the major projects of ANOCA. It is involved in Social development though Sports, active in more than 40 countries in Africa. The presentation will review the history, the goals and achievements of the work that have started in 1989. Having the slogan of “bridging the gap, speaking sports, building peace,” Olympafrica aims to assist youngsters and women from disadvantaged areas in achieving their goals by becoming better citizens.

"Sport and Development: Beyond Sport"

Since the Millennium Development Goals (MDGs) were established in 2000, the sport-for-development (SFD) field has received a significant attention from NGOs, government agencies, sport practitioners, and academics. As a consequence of increasing institutional and political support, SFD initiatives have contributed to create positive societal outcomes related to MDGs. The presentation will discuss the main issues related to and recommendations for SFD by looking at the status quo of the SFD field.

지난 2015년 9월 25일, UN(United Nations)은 2030 지속가능개발안건(Transforming our world: the 2030 Agenda for Sustainable Development)을 발표함. 이 중 제 37조는 "스포츠가 지속가능한 개발을 위한 중요한 요소 중 하나(Sport is also an important enabler of sustainable development.)" 임을 밝힘.

2015 ISC 컨퍼런스: 스포츠, 더 나은 세상을 꿈꾸다

이러한 가운데, 국제스포츠협력센터(ISC: International Sport Cooperation Center of Korea)와 세계태권도연맹(WTF: World Taekwondo Federation)은 "스포츠와 개발"에 대해 논의하고 생각을 나누는 국제컨퍼런스를 공동 개최할 예정임. "스포츠, 더 나은 세상을 꿈꾸다(Sport for a Better World)"를 주제로 하는 이번 컨퍼런스는 10월 26일 월요일 13:30에 서울 중구에 위치한 더 플라자 호텔 그랜드 볼룸에서 열리게 됨.

스포츠와 개발 관련 국내·외 최고의 전문가 참석

이번 컨퍼런스에는 '스포츠와 개발'에 정통한 각계각층의 전문가가 참여할 예정임. 조정원 WTF 총재는 기조연설을 통해 최근 창설을 추진하고 있는 태권도박애재단(THF: Taekwondo Humanitarian Foundation)에 대해 소개하는 한편, WTF의 국제사회 공헌 활동 계획을 공개할 예정임.

시리아 정부군, 반군, 극단주의 무장단체 IS(Islamic State), 쿠르드족 등 복합적 전선이 형성되어 있는 분쟁은 사상 초유의 난민 사태를 촉발시킴. 여기에 시리아 사태를 두고 서로 다른 이해관계를 가진 미국, 러시아, 영국, EU 사이의 정치적, 군사적 긴장 관계가 고조되고 있음. 영국의 The Guardian은 시리아 사태가 가장 복잡한 직소 퍼즐(jigsaw puzzle)이라고 논평했음. 관련 기사보기(Click) 미국의 New York Times는 최근 러시아가 시리아를 공습하면서 분쟁 기간이 더욱 늘어날 것이라고 전망함. 관련 기사보기(Click) Moudallal 위원은 이번 컨퍼런스에서 어려운 상황에도 불구하고 스포츠를 통해 더 나은 세상을 만들 수 있다는 메세지를 전달할 예정임. 시리아는 내전으로 인해 어려움을 겪었던 지난 지난 2012년에도 우여곡절 끝에 2012런던올림픽에 참가하여 시리아와 전 세계 스포츠 팬들에게 희망을 제시한 바 있음. 최근 IOC 등 국제스포츠 주요 기관들 또한 시리아 난민 문제 해결에 동참하기 위한 기금을 조성한다고 밝힌 바 있음.

한편, IOC는 지난 2015년 9월 25일, 이번 ISC 컨퍼런스를 공식 후원(Event organised with the support of the IOC) 한다고 밝힘. IOC는 "스포츠를 통한 개발은 IOC의 활동에 매우 중요한 주제이며, IOC가 이번 컨퍼런스의 결과에 관심을 갖고 있다"(Development through sport is very important topic for the IOC’s activities and we look forward to hearing the outcome from the conference.)고 언급함. IOC는 지난 2013년과 2014년에 이어 총 3차례 걸쳐 ISC Conference를 공식 후원하고 있음.

1992바르셀로나올림픽 사격 금메달리스트 출신의 이은철 ISC 이사장은 국내 유일의 IOC 공식 후원 행사인 ISC 컨퍼런스를 통해 대한민국 스포츠가 한단계 도약하기를 기대한다고 밝힘. 이은철 이사장은 그동안 국제무대에서 눈부신 성적을 거두어온 대한민국 스포츠가 이제는 사회적 책임과 참여, 그리고 공유가치창출(Creating Shared Value)에 대해 고민해야 할 시점이 왔다고 밝히며, '스포츠, 더 나은 세상을 꿈꾸다'를 주제로 한 이번 컨퍼런스의 의미가 매우 크다고 언급함.
